Why it exists
Filling sandbags is a two-person job.
One person holds the bag open, one person shovels. When the water is coming up and there is nobody else at the house, that math does not work.
This stand does the holding. Set it down, drop a standard bag in, and shovel with both hands. When the water goes back down it folds flat and hangs on a nail in the garage.
